The government might not be able to reverse the decision -- that is, to not allow the merger at all -- but maybe will be able to impose various conditions. The way that the previous district court decision came, it came without any conditions whatsoever, and there is some evidence that, AT&T, post-merger, has increased the prices of cable distribution. So the government might have a good chance in imposing some conditions."
